The Clock is Ticking: Brampton’s LRT Extension Decision Awaits

Introduction: In a consequential move on May 10th, Brampton City Council initiated a crucial process that has set the clock ticking for a key decision. The council requested staff to gather more information from Metrolinx on two options for the Main Street LRT Extension and explore funding opportunities with Metrolinx with the provincial and federal governments. The Brampton Board of Trade has consistently emphasized the importance and urgency of securing funding commitments to ensure the timely construction of this vital project. 

Advocating for the LRT Extension: Since 2013, The Brampton Board of Trade has been a staunch advocate for the Main Street LRT Extension, recognizing its significance for the development of our community. In 2015, we encouraged Council to accept the 100% funding offered by the province, that was ultimately rejected by City Council. In 2019, we pushed for expedited construction, aligning it with the consortium that is building the Hazel McCallion Line in Mississauga. We reiterated our commitment to the project in June 2021 when staff recommended studying surface and partial tunnel options to the 30% design stage. 

Growing Costs and Funding Considerations: As the project progressed towards more detailed design, we have become aware of the anticipated cost escalation. The surface route is now estimated at just under $1 billion, while the partially-tunnelled option is projected to cost just under $3 billion. It’s essential to note that these figures could increase further before construction commences, which is expected to be 4-6 years in the future. 

The Brampton Board of Trade’s Commitment: The Brampton Board of Trade remains a strong supporter of the LRT Extension, actively engaging with elected officials at all levels to highlight its importance. During our Municipal Issues Forum on April 25th, Mayor Brown and council members expressed their preference for the costlier tunnel option. However, they also indicated a willingness to accept the surface alignment if it receives full funding. At the Board’s Federal/Provincial Issues Forum, local MPs and MPPs were united in requiring Brampton to present a viable plan as a prerequisite for funding. 

The Six-Month Opportunity: We view the council’s allocation of a six-month window to gather more information and assess funding viability as a prime opportunity to propel the project forward. At the end of this period, Council must decide which option will undergo the Transit Project Assessment Process (TPAP). It is crucial that the option selected for TPAP ultimately receives funding to avoid significant delays and additional procedural requirements. 

Seeking a Clear Funding Commitment: To provide Council with clarity and mitigate the risk of further delays, we have written to the provincial and federal governments. We have urged Minister Domenic LeBlanc, known for collaborative infrastructure funding initiatives in communities across Canada, to support Brampton. Additionally, we have reached out to Minister Kinga Surma, a strong advocate for growth-enabling infrastructure provincially, to answer our call. 

The Pivotal Next Six Months: The upcoming six months will be pivotal for this much-delayed project that has truly hindered the full potential of our downtown area. Remember, Council had a 100% capital funding commitment from the provincial government for the LRT extension in 2015 and turned it down. Eight years later, Council has set the clock and time is running out. Council and the Board of Trade must work diligently to secure a funding commitment before November 10th. This timeline will enable Council to make an informed decision, proceed with the TPAP, and ensure the timely realization of Brampton’s LRT extension. 

Conclusion: As the clock ticks away, the Brampton Board of Trade will hold Council accountable to secure the necessary funding commitments within the given timeframe. We recognize the urgency and importance of the Main Street LRT Extension and will continue to advocate for its realization. The next six months present a crucial opportunity to move this project forward and unlock the transformative potential it holds for our community. Let the countdown begin!
